BTCC 1999 Track Skin for Thruxton 1.0

For this skin you will need the excellent Thruxton 2.02 by @James Skinner.

What's included?
- Main sponsors that appeared around the track from the Thruxton meetings in the 1999 BTCC. I tried to get sponsors where they roughly appeared, but some are placed wherever I could get them in to add some variety.

- Very minor recolouring of the curbs. Mostly a slightly stronger blue.

- A very small amount of removed objects via ext_config.ini. This will overwrite any custom ext_config you've done yourself.
