Which files.
The files you mentioned above have to be in the game unless you deleted them.
If so go to steam and download the missing files.

can i create helm skins with paint.net???

Yes, you can create helmet skins with Paint.net. I used to use it myself for the helmets I made to place in this forum. the only problem with Paint.net is, there isn't a 3d model preview so getting the both halves of the helmet lined up is quite tricky.
