how do i convert gt legends skin from .gtl to jpg?

What You need is the small program called GEditor, which was made for .gtr- Files originally, but works just the same with .gtl- Files. With that you can open the Files and extract the Textures. they will not be in jpg, but in dds Format, You will most likely need a Plugin for the Image editor Software of Your choice.
