Debugging Options menu - enabled

This mod enables the Debugging Options menu.
Note: Not available in proving grounds, not sure about multiplayer as I have no way of testing.

It replaces the "states.bin" file in the "system" folder of your F1 2011 game.

I have been finding debug options for F1 2011 and this shown up but the link is not working. Could you please update it? Thanks!
