The crowd doesn't appear in the stands until you are right on top of them. You'll see one or 2 people but the majority doesn't appear until you are right there. I had this problem with my 4870. I upgraded to a 770 and I get more of the same. I have seen video on youtube of people playing on the pc and they don't have this problem. I am running dx11 settings all on max.
