Racer Problems

I have a problem with Racer, I downloaded and it's not opening, if it opens it closes without showing any image, when it doesn't appear it says "the application was unable to start correctly (0xc000007b). click ok to close the application", but when I see the QLOG it says "can't open 'dev.ini'".
Can someone help me?
